UR allows strap, UR, but not allowed to go topless
Many cruise ships now provide tanning beds, usually on the top deck to reduce the voyeurs and perverts. Some also offer strap. The best thing to do is call the cruise line directly and ask. No reason to be embarrassed ... They have treated several times with these issues.
I was on the Norwegian Pearl in April and had a topless deck. not many people use.

There are nude beaches in some of the islands. Orient Beach is St. Maartin's Hole. most naked people ... should not be. was rather surprising.
As far as bands go, I saw the largest number in the pool regularly, but wear topless on the cover of some people. Belts, which seem to be more land on ships.
